Can you create a variable or list during run time?

I'm trying to create several lists at run time, but I can't see how you would do it.

 

I would like to create a loop with a counter in it and for each loop create a new list based on the counter like #list 1, #list 2. Then I need to be able to access each list.

 

Here's an example of what I'm trying to do.
